Why you need the number
Report the category, and the number has to hold
Employee commuting is Scope 3 category 7 in the climate accounts (ESRS E1). Whether the category is material for you is decided by your fourteen other categories: for industry, commuting is a small share of Scope 3; for office organisations without heavy purchasing, it is one of the few categories there are. We supply the numerator, never the denominator. But when the category is reported, it is often done with generic factors or a yearly survey few answer: numbers an auditor classes as the lowest data quality. A baseline gives you numbers with a methodology chapter behind them.
Action without a baseline cannot be proven
A bike scheme without a baseline remains a cost. Only with a baseline can you document avoided car trips against your own starting point, and show that the measure worked.
Built for the Dutch WPM duty
Employers with 100 or more employees must report commuting and business travel kilometres per mode of transport annually (WPM). Our report covers the commuting part: a data annex with kilometres per mode, the car kilometres split per fuel, and lease kilometres separated out, ready to read into your own WPM report. Business travel lives in your own travel and lease systems and is not included. A pending change may raise the threshold to 250 employees; the current status is on our regulations page.
CSRD tightens the requirements for Scope 3 data quality from financial year 2027 for the largest companies. A baseline today gives you comparable numbers from day one.

What the employer never sees
- Individual answers: no one in the company can read what one person answered.
- Who has answered, and who has not. The employer sees only the total number of responses.
- All numbers in the report cover the company as a whole, never groups small enough to point at anyone.

Do we need a local entity, agreement or supplier setup?
No. The agreement is in English, the invoice is issued without VAT under the rules for cross-border B2B services, and you account for VAT through the reverse charge mechanism using your VAT number. No local establishment is required.
What do our employees see?
A link that opens in the browser and takes a few minutes. No app, no login, no registration.
How is GDPR handled?
The survey is designed so that we do not process personal data: no names, e-mail addresses, IP addresses or time of day are stored with a response, and every figure covers groups of at least five people. The full privacy policy is published at lerka.app/en/privacy.
How long does it take?
The survey window and delivery schedule are set in the quote. The walkthrough is booked once the report is ready.
